Environmental Impact Report (EIR) Scoping Meeting

The City of Modesto held a virtual public scoping meeting on Wednesday, July 15, 2026. The purpose of the meeting was to summarize the proposed project and provide an opportunity for the community to submit comments on the scope and content of the Environmental Impact Report (EIR). If you have comments on the scope and content of the EIR, please submit them by emailing GP-Modesto2050@modestogov.com by Monday, July 27, 2026.

Environmental Justice Focused Meeting

The City of Modesto hosted a focused community meeting to discuss environmental justice issues in the community and brainstorm policy solutions to address injustices in disadvantaged communities.

General Plan Policy Open Houses

The City of Modesto hosted two open houses to discuss General Plan policies. Community members were invited to review the draft goals for each General Plan element and provide ideas for policies and actions to help achieve these goals for our community.

Land Use Alternatives Community Meetings

The City held a series of community meetings to share the three proposed land use alternatives, discuss ways to increase the City’s regional competitiveness, and gather input from the community. If you would like to submit feedback on the land use alternatives, please email your comments to GP-Modesto2050@modestogov.com. In order for your comments to be included in the materials that are presented to the Planning Commission and City Council when they consider the land use alternatives, please submit your comments by Friday, February 13, 2026. However, the City will continue to accept comments on all aspects of the General Plan throughout the process until adoption.

Land Use Alternatives Community Workshops

The City held a series of workshops to gather community member feedback on the future boundary of the city and the types of land uses and development that should occur by 2050. The project team recorded community feedback at each of the workshops and compiled it, along with the results of the online survey, into a summary, which is available below.

Small Group Forums & Listening Sessions

Small Group Forums

As part of the Visioning Phase in the General Plan Update process, we held five community-focused small group forums in underserved neighborhoods and with youth populations from June through October 2022. The goal of these small group forums was to hear from residents who have traditionally been excluded from the public engagement process and community discussions. The City has partnered with Debrief, a local community engagement consultant, to engage with these communities and enhance meaningful feedback during the General Plan Update process. Listening Sessions

Between June and October 2022, the City held listening sessions for community groups and stakeholders to share their open-ended feedback with City staff about the General Plan Update.
